Looks like Microsoft should offer people a fix asap because VS 2019 is totally useless without any toolbox items. If you look on the other forums about the missing toolbox items, they do go further than your solution. There are many people all over the Internet who have the same issue. Even if you run VS 2019 with admin rights, nothings works. I have also tried it in an admin command prompt and in Powershell 5.1 and 7. You can also run the /SafeMode & /ResetSettings in the run box which is the same as your developer command prompt.
